XiC: The structure of Xi
The Xi governing structure is fundamentally triadic. From its earliest inception to its evolution as XU, it has found itself organizing its activities in a division of three. Xi finds itself with three branches- Military, Economic and Civic, in the formation of the Xi High Fleet, the Company Trusts (formed from the triad of A.I.M., the Merchant Guild and GHOST), and the Upper Realms Council. XU later would emulate this structure, replacing the Upper Realms Council in its civic duties with the scientific rigor of Society of Aeroastral Dynamosis incorporated in its stead. It’s thought that this philosophy of ‘3 pillars comes from ancient People’s Republic dogma about dialectical movements between terrestrial authorities- The Sky, the Earth and the Sea in the realm of nature, the Father, the Mother and the Son in family, Child-Adult-Elder, Body-Mind-Soul, Animal-Man-Plant, and so on. The ideal of a threefold paternity was intended to evoke the ancient concept of a hawk’s claw- three, where the individual is always subsumed and subordinate to the other two pillars.
Xi also follow a triadic system of timekeeping- A.I.M., the Company Trusts and G.H.O.S.T. follow different cycles, the former being in reference to the time on the celestial bodies, the latter two in reference to the cycle of industrial and technological activity in the land below. Xi’s own military flight-cycle is based on the Xi High Fleet’s cycle of a generation of warships, or an ‘ad astra’. Within this cycle, the Xi High Fleet has three phases- One of exploration and establishment, Two of refueling, and Three of intel and reconnaissance. Each of these three phases- exploration/establishment, refueling and reconnaissance has three sub-phases. The Xi are organized into three main branches of governance: the Military, the Economic, and the Civic. In Xi military affairs are overseen by the High Fleet Bureau, for economic affairs.
The High Fleet Bureau is the highest branch of the Military, overseeing military and space naval affairs. It is primarily made up of Xi’s own Space Navy, but also makes use of many of the fleets of the various other allied insurgents as its own, frequently making use of Corporate lend-shares aswell – it’s estimated approximately 65% of its fleet are X-Kompany lends who own a share in the military. This privation is thought to keep the vast economy in line as an application of mutual interests, as having a strong stable Fleet is crucial to keeping trade safe from naval blockades, pirates, protestors, Llavalite incursions and stability high. Its remit has extended to the High stars over Xi’s galactic boundaries near neighbors, and even far beyond, in the form of ‘Star outreaches’, where its fleet’s reach has far exceeded its Solar System-based personnel.
The Commerce Bureau is Xi’s primary organization in economic affairs, overseeing commerce and trade among other functions. It is the chief source of Xi’s income, not only funding the many industries of Xi, but also providing the primary goods upon which the other worlds of Xi are based. It is also the primary provider of the resources Xi needs to sustain its military and industrial activities, as well as providing numerous expenses to keep its dictatorial military robust and expansive. The Bureau keeps track of and consigns three different entities as the source of Xi’s economy – Greater Hand of the Supreme Trillion, the Alliance of Independent Manufacturers (A.I.M.), and the Merchant’s Guild that delegates between the three, aswell as ‘private civilian trading despots’ the Merchant’s Guild manages. G.H.O.S.T. acts as a corporate monopoly of industries run by the government who both manufacture and collect all income on goods. Only with limited control over the corporate sector were individual citizens able to have financial backing, a few dozen thousand in number. This number was largely determined by government agencies and financial institutions that controlled capital, as the world had entered an era of state-run economic regulation. Weapons, fuel, architecture, mining, construction, transportation and numerous industries are squarely run by this government controlled mega-conglomerate entity. A.I.M., composed of private owners who pursue their own wealth, run its own operations on private food, alcohol, music, textiles and weaponry, independent research and numerous fields sold high taxes. Products are often of higher quality, but lower quantity. Due to the disparity in rights that the two possess and the endless advantages G.H.O.S.T has over A.I.M., the Merchant Guild acts as an independent third party which negotiates fair trade and arrangements in the interest of ‘Civic and mercantile fairness.’ The Merchant Guild has been known to run their own operations both within A.I.M. and numerous unions, racketeering, liquor, minting currency, trafficking and less sanctioned businesses.
As of the formation of XU and Neo Xi, the majority of mass manufacturing and industrial output has in large part been contracted to the former Kosmo corp, which now rests as a government sanctioned financial wing and largely replaced the role of G.H.O.S.T., all other businesses requiring manufacturing and trading permits from Kosmo corp itself with associated fees attached. XU/Neo Xi’s military, as previously stated, is primarily provided by its dictatorial militarized state. In addition to the military forces, it maintains to control the galaxy, it has an extensive system of military bases and industries.
Xi’s Upper Realms Council existed historically to regular society on the level of the civic and individual, ensuring the societal body was compliant with Xi’s hyperproductivity and conformist. The URC regulated fashion, cuisine, traffic, domestic tranquility, psychic movements, ai sentiment, incarceration, healthcare and education, law enforcement and judicial legislation. The most critical role the URC relays is the designation of Lot protection and filtration of theft, crime, espionage and incursions, under the jurisdiction of its Denizen Private Police department. Denipol functions as espionage on its own citizens, ‘poveration deplorables’ in the surface Lots, gang activity and underground criminal elements. Frequent usage of Lawful Access Multi-Enterprise Remote Engineering (L.A.M.E or “Lamer”) from anonymous hacker sources contribute to Denipol’s numerous challenges and investigations.
